Overview of Financial Management Services (FMS)

FMS is the central finance department based at the Town Hall. The department manages the Council’s finances including preparing the Council’s budget, managing the Councils’ money and making sure that the financial strategy supports the Council’s ambitions. The department also undertakes complex and challenging strategic projects, manages risk, pensions and insurance, and ensures value for money via a comprehensive and experienced procurement team.

There are a number of issues on the horizon including meeting new CPA standards on the use of resources, the 2007 comprehensive spending review, supporting new partnerships such as the children’s trust and major regeneration projects, amongst many others

The department is divided into five units:

  • Corporate and Strategic Finance
  • Financial Services
  • Strategic Projects and Procurement
  • Strategic Services Finance
  • Exchequer Services
